Tuesday, November 11, 2008 The Post-Star, Glens Falls, N.Y, STATE Bid for third term draws lawsuit NEW YORK The broadest legal attack yet on Mayor Michael Bloomberg's bid for a third term came Monday when a coalition of elected officials and others sued the city, saying another term would be unconstitutional without letting the public vote on the issue for a third time. Twice before, in 1993 and 1996, New Yorkers have decided they wanted term limits to keep New York City mayors from serving more than two four-year terms. The last mayor to do so was Ed Koch, who stepped down in 1989. Bloomberg, a billionaire businessman, has said he wants to seek a third term in next year's election so he can use his financial background to help the city navigate the fallout from the economic crisis. the United States, the right to vote is a fundamental right and votes have consequences," the lawsuit filed in U.S.

6, 2008. She was the beloved wife of the late Jack Pucek. Christine was the devoted mother of Georgia DiGaetano; dear sister of John O'Neil; loving grandmother of Crissy, Philip and his wife, Lisa, Jon and his wife, Lois; great-grandmother of Philip, Alyse and Diana; also survived by numerous nieces and nephews. 8, 2008, at Ellis Hospital in Schenectady. He was born at Ellis Hospital and was a lifelong resident of the Capital District area. Robert was the son of the late Byron and Mary (O'Mara) Wilson. A gifted carpenter by trade and he was a proud member of Union Local 370. In the final weeks of his life he was constantly surrounded by much of his vast and loving family.

A World War II Army veteran, Bob attended the former Calvary Baptist Church in Schenectady. Among his greatest enjoyments in life were his wife, Kathryn and her family, his nine children, and their children, to whom he was always devoted. Bob experienced the severity of the Great Depression and yet, at the same time, enjoyed incredibly happy times with his family. He had great love and a strong connection to the Adirondack Mountains, an area which was always a beacon to him during his lifetime. He was a friend of Bill W.

By DREW KERR BALLSTON SPA A committee of Saratoga County supervisors will decide this week whether or not they will add around $164,000 in funding requests for a group of local organizations to their proposed 2009 budget.

On Monday, the county's law and finance committee heard pleas for funding from officials with the civic center in Moreau, the Saratoga Rowing Association, the Saratoga Springs City Center and a teen hot line. The committee will vote on the requests during its meeting on Wednesday, and the full group of supervisors will consider them during a workshop on the proposed comprehensive budget Friday. Among the reqests: Community Action for Parents, Teens and Interested Neighbors asked for $26,600 to help the expand its teen phone hot line throughout the county. Currently, the program serves the Shenendehowa and Ballston Spa school districts. The phone line, staffed by trained peers, was created so teenagers could call in and ask for help with personal issues or homework.

It receives about 800 calls annually. The money would be used to create promotional material and to market the phone line countywide. Doug Taylor, the executive director of the Moreau Civic Center, requested $50,000 to help build an area for youth within the yet-tobe-constructed $6.2 million building. Organizers plan to break ground on the civic center in April and have raised $5.3 million to date. Taylor said there are "absolutely no services for youth" in northern Saratoga County.

Mark Baker, the executive director at the Saratoga Springs City Center, asked for $58,000 to help finance the purchase of several small natural gas generators that would allow the building to be used in the event of a local emergency. The civic center is poised to undergo an expansion and officials would like to include the generators in the project.

The $58,000 represents only about one-third of the total cost for the generators, and more money could be requested in the future, Baker said. Nancy Bambara, outgoing president of the Saratoga Rowing Association, requested $30,000 so the group could buy necessary equipment to host a national competition for high schoolers in May 2010. The group has a letter of intent that the event would be held here if the hosts could provide an extra racing lane, safety launches, a finish line tower and space for a medal ceremony. Bambara said the event could attract as many as 15,000 people over five days, and produce more than $5 million in tax revenue for the county, according to the Saratoga Convention and Tourism Bureau's estimates. The overall cost of the infrastructure improvements is $73,000.

Approved requests would be tacked on to the county's proposed $240 million budget. There is no cap on how much the county may dole out. An increase of $500,000 would translate into a 1 percent tax increase, County Administrator David Wickerham said. The tax rate as now proposed remains unchanged from 2007, at $2.15 for every $1,000 in assessed property value. Supervisor Art Johnson, the chair of the law and finance committee, said it was premature to say how the requests will fare, but said he's in favor of projects that "benefit the entire county and not just one particular community."
