This is not strange. It was inevitable. Some members of Congress say that they are against the civil rights bill in its entirety. The majority, however, are principally opposed to the open housing provisions of the bill. Many who favor what these provisions would, accomplish are nevertheless skeptical of their constitutionality not to say opposed to their Invasion of private property rights.

These doubts are wise for if the right of private ownership and disposition of property can be breached for one reason, however worthy, it could be breached for other reasons. Anyway, the point and purpose of the whole struggle Is to give all people the rights now en-Joyed by the whites rather than achieving equality by taking away white rights. The latter course would also take from the Negroes a right they are seeking. The fact that the bill has been successfully stalled suggests that progress should be sought in other quarters by other means. How to do It? That problem afflicts the Negro sector of the civil rights movement. The Rev. Dr. Martin Luther King and his followers instituted marches in segregated areas of Chicago during the summer to point up the failure of Chicago authorities to enforce the antidiscrimination laws on their books.

What they really mean is that an independent FMA' will find it easier to win congressional approval for a larger budget, and a larger subsidy, than an FMA which must first submit its budget to an economy minded department secretary. Key congressmen who handled the FMA budget if independent are also known to be extremely friendly to the industry.
